RESEAU ACTION CLIMAT-FRANCE (RAC-F) :
A NETWORK OF NGOs AGAINST CLIMATE CHANGE

CLIMATE CHANGE IS ALREADY HAPPENING : LET US ACT !

During the 20th century, the average surface temperature of the Earth has increased by 0.6°C.
As of now, the responsibility of mankind is beyond dispute and the impacts are already visible : the ocean level is higher by 10 to 20 cms, mountain glaciers have retreated by 10%, etc.

The scenarii of IPCC ( Intergovernmental Panel on Climate Change) for the 21st century forecast a global warming of 1.4 to 5.8°C, which will have multiple consequences : the increase in the frequency of extreme weather conditions (intense rains, heat waves, etc.), floods, ocean-level rise, etc., but also impacts on soft water resources, biodiversity, agricultural crops, and health.



THE MOBILIZATION OF NATIONS, COMMUNITIES AND CITIZENS

In order to prevent a dangerous climate change, we must divide by 4 our greenhouse gas emissions by 2050 ! The industrial nations, which are the main emitters, must take immediate action to promote energy soberness and efficiency, transportation alternatives to cars, trucks and airplanes, to increase the insulation of houses and buildings, to develop renewable energies, sustainable agriculture as well as equitable development in the South.

Through an environment-friendly behaviour, everyone can act daily and reduce one’s impact on climate, today and for future generations.



OUR NETWORK

Following the 1992 Rio of Janeiro Summit, the main environment protection NGOs decided to unite in order to be heard during international climate negotiations. Réseau Action Climat – France (RAC-F) was thus created in 1996, just before the Kyoto Summit.

RAC-F is the French representative of Climate Action Network International (CAN) which is a worldwide network of more than 340 NGOs which are recognized experts in that field from both North and South.



MEMBERS

RAC-F is the network of the main NGOs active in environment protection, renewable energy promotions and sustainable transportation means in France :

Agir pour l’Agir pour l’Environnement (APE), les Amis de la Terre, le Comité de Liaison des Energies Renouvelables (CLER), Energie Durable en Ile de France (EDIF), la Fédération Nationale des Usagers des Transports (FNAUT), France Nature Environnement (FNE), la Fédération des usagers de la bicyclette (FUBicy), Greenpeace-France, HELIO International, Hespul, la Ligue de Protection des Oiseaux (LPO), le Réseau Sortir du Nucléaire, WWF-France, 4-D (Dossiers et débats
pour le développement durable).

The RAC-F network also includes researchers, scientists, engineers, economists, lawyers, etc.



OUR MISSIONS :

- TO ANALYSE AND TO PARTICIPATE
… in the international negotiations on climate in order to promote actions which are truly beneficial to the environment and to expose lobbies and States which impede international actions.

- TO FOLLOW UP AND TO PROPOSE
… public policies consistent with the European and international commitments of France, in order to set the base for the division by 4 of our greenhouse gas emissions by 2050.

- TO RAISE PUBLIC AWARENESS AND TO INFORM
… the media, decision makers, NGOs and the general public on climate change and what is at stake.

- TO REPRESENT
… at the international level : RAC-F is officially recognized as an observer in the United Nations Framework Convention on Climate Change (UNFCCC) and in the Kyoto Protocol ;
… at the national level : RAC-F is a legally authorized “association for environment protection” and “association for Youth and popular education”. It has a seat at ONERC ( the French Observatory of Climate Change Effects) and in national councils ( Air, Cold, CO2 market, etc.).



OUR ACTIONS

FOLLOW UP
… on governement policies against the greenhouse effect ( annual analysis of the implementation of climate policies, recommendation guidebooks, national Plan of CO2 emission allowances, etc.)

- INFORMATION
… thanks to our Web site (www.rac-f.org), to a computerized mailing list and to our free monthly bulletin “Greenhouse infos ” ;
… thanks to interventions, articles in newspapers and magazines and to our mass publications : SOS Climat, conference kit, booklets on “Equity and climate change”, “Effects on biodiversity”, etc.
… thanks to the publication of reports and surveys such as “Tansportation and climate change”, notes on various climate change issues, etc..
… thanks to our support to public campaigns related to climate change and initiated by other NGOs and partners.

- PARTICIPATION
… in each Conference of Parties of the UNFCC and of the Kyoto Protocol since 1996. A daily bulletin, ECO, is published on site to put forward the position of the environmental NGOs.
